Compliance Monitoring Program
During the above time period, the GRMA had upwards of 3
Guardians hired along with one student. Monitoring was conducted by vehicle,
boat, ATV and by foot through a vast amount of Gander River waters.
Funding for wages was provided by ACOA, HRSDC, DNR and the GRMA. Funding
from DFO was used for expense purposes such as gas, travel, maintenance,
etc.
A total of 209 person checks were conducted, 184 gear
checks and 20 site checks. Of these, a total of 26 violations were detected.
Several warnings and charges were laid as a result of the above checks with
more charges pending. Violations consisted from the use of barbed hooks,
untagged salmon, obstructing the duties of a fishery guardian, fishing
without a license, fishing using other than an artificial fly and fishing
during a closed time. Nets and jigging devices were also removed from the
watershed. Several scale samples were taken from anglers retained fish and
information was provided to anglers on such things as regulations,
Assistance and information was given to fishery
officers, contract guardians and conservation officers during the course of
the program. Several low risk stakeouts were also conducted.
A massive fish kill was also observed in Jonathons
brook, samples of fish and water were sent to various labs for testing. The
eel fishery was also monitored from August to October.
One area of concern that is wide spread is the
use of worms when angling for salmon. Many anglers are using worms
particularly during August and September. Observations and
monitoring was conducted many times, but without the proper video equipment,
it was extremely difficult to deal with the violations. It should be noted
that the sale of worms in this area during August and September succeeds
worm sales during any other time of the year...they are not purchased
entirely for trout fishing. DFO needs to deal with the use of worms as it=s
use is growing substantially in the Gander River during the salmon season.
There is also a need for a 12-14 foot boat to
adequately deal with situations in ponds and steadies in the watershed. We
received many reports over the summer, but without a boat, we could not deal
with them all effectively.

Additional fish for anglers

Due to healthy returns of wild Atlantic salmon over the
past two years to the Gander River,the Gander River Management Association (GRMA)
will be making recommendations to DFO for two additional tags for the main
stem of the river for the 2006 angling season bringing the seasonal bag
limit back to six fish. The GRMA is recommending that these two extra tags
be valid from August to October. GRMA=s

very pleased that we can lobby to have the retention limit increased for
2006, thus giving back to the angling community@.
Background: Because of conservation concerns,
anglers have endured numerous bag limit reductions over the past several
years to a point where bag limits were reduced to a mere four fish. While
there will always be conservation concerns that we must react to,
indications over the past two years have shown that the Gander River has met
or exceeded spawning requirements. The two extra tags should have minimum
impacts on this healthy stock of the Gander.

News Release: Gander River Anglers Complying
Anglers fishing for salmon and trout within the Gander River watershed for the most part are complying with regulations pertaining to the recreational fisheries. A joint project agreement between the Department of Fisheries and Oceans (DFO) and the Gander River Management Association (GRMA) allowed five GRMA staff to be designated with some of the enforcement powers of Fishery Guardians. The Compliance Monitors were conducting daytime patrols of the watershed from July to October. During this time, over 246 anglers were checked with 14 violations detected - 6 of which resulted in charges being laid by DFO under the Federal Fisheries Act and the Provincial Wildlife Act.
Carl Tessier, President of the GRMA states " this initiative was costly for us to do, but it was one that had to be done and it's proven to be a success."
Gary Kelland, DFO's Chief of Conservation and Protection for Central and Labrador, is very pleased with the success of the joint project agreement this past season. "The agreement is an example of shared stewardship, and is another step forward in DFO's ongoing commitment to providing a greater role for user groups in the conservation and protection of salmonids in Newfoundland and Labrador," he said.
The program itself was administered by the GRMA with funds provided by the Department of Fisheries and Oceans, Human Resources Skills Development Canada, and others. GRMA also contributed funds raised by the sale of General Public Memberships. It is unknown at this time if the program will be in place again next year. Anglers and other users can help ensure that this type of program and others will continue by supporting the GRMA by way of purchasing an annual $10 membership.

Update: These are some of the initiatives that we hope to do this year. Membership fees collected will be invested in these and other initiatives.
- Partner with DFO in a Compliance Monitoring Program that will see GRMA staff directly involved in enforcement to further protect our valuable fish stocks.
- Continue to assess the salmon returns to Salmon Brook.
- Collect scale samples and other information from salmon retained by anglers.
- Conduct an annual spawning survey (Redd survey)
- Partner with Inland Fish and Wildlife to research trout populations in the Jonathons system
- Continue our work in salmon management, forest and land use management, safe boating, and water quality.

NEWS RELEASE: AGREEMENT STRENGTHENS DFO'S COMMITMENT TO SHARED STEWARDSHIP
Gander River Management Association monitors given limited enforcement powers
TSt. John's….Fisheries & Oceans Canada (DFO) is partnering with the Gander River Management Association (GRMA) to assist in the conservation and protection of the recreational fishery in the Gander River Watershed area by increasing monitoring and surveillance activities.
This is a continuation of Compliance Monitoring pilot projects started in the Indian Bay Watershed area last summer. The signing of a Joint Project Agreement between DFO and GRMA on July 02, 2004 launches the second Compliance Monitoring pilot project. This agreement enables five compliance monitors employed by the association to have limited fishery guardian enforcement powers. These individuals have completed a fishery guardian training program. The compliance monitors will be unarmed, and their enforcement powers will apply to the entire Gander River Watershed area. They will liaise with the DFO project coordinator on a regular basis to maximize patrol effectiveness and the coordination of enforcement resources.
This agreement increases the enforcement presence in the Gander River Watershed area by having the compliance monitors undertake routine patrols and low risk monitoring and surveillance duties. They will conduct patrols during the summer and fall angling season, and will inspect recreational fishers, their gear and bags, as well as document, report and take initial action when encountering suspicious activity. They may also be called upon to assist with patrols or investigations being conducted by fishery guardians and fishery officers who will also continue their work in the watershed area.
This agreement is an example of shared stewardship, and is another step forward in DFO's ongoing commitment to providing a greater role for users groups in the conservation and protection of salmonids in Newfoundland & Labrador.

PUBLIC NOTICE: Anticipated Employment Opportunities
The Gander River Management Association (GRMA) is anticipating six employment opportunities as Compliance Monitors. (Three in the Glenwood/Appleton area, & three in the Gander Bay area). The Compliance Monitors will be involved in enforcing salmon and trout regulations and educating the public within the Gander River watershed including all tributaries and will be given limited enforcement powers by DFO. Expected duration of employment will be up to 16 weeks at $400/week.
1) be legally entitled to work in Canada
2) meet the minimum age requirement to work in NL
3) obtain a security clearance at the Enhanced Reliability level
4) not been convicted of any Fisheries, Wildlife, or Criminal offence in the previous five years (unless pardoned)
5) not be currently charged with any Fisheries, Wildlife or Criminal offenses
6) not be prohibited from possessing a firearm and /or explosive
7) possess a valid drivers license
8) possess a valid First Aid certificate
9) have knowledge of the Gander River watershed and access points
10) have previous experience as a Fishery Guardian, Fishery Officer, Conservation Officer, or Police Officer, OR have successful completion of studies in Natural/Renewable Resources, Resource Management, Criminology, Fishery Guardian or Law Enforcement Training.
11) have access and use of private transportation
12) either on E.I. or have been within the past three years
